When facilities and EHS need the same measurement path

Facilities often own energy and equipment. EHS owns exposure and compliance. Exhaust and makeup sit in both budgets, and both fail when the plant buys air without fixing capture geometry.

A shared measurement path (breathing-zone or mass metrics under defined modes, plus airflow and energy under those same modes) lets both functions rank options once. That is cheaper than sequential projects that fight each other in capital review.

Phased mechanical packages under production constraints are an operations decision as much as an EHS decision. Write the install windows with production before tools arrive.

SIEC's default is zero extended downtime as a delivery rule, with verification both teams can audit. Guaranteed exposure outcomes without a measurement basis are outside practice standards, same as guaranteed energy savings without baselines.
